This paper presents the vision statement and roles of the Monitoring WG, decided at the first meeting of the Monitoring WG formed at the SCSCB meeting in Guadeloupe in 2005. The paper also includes the extensive questionnaire that Steve prepared to gather information on current monitoring efforts and training opportunities and needs.
