The October 2011 progress report emphasizes action happening on the ground in states and cities, as well as in federal agencies and in U.S. government-funded efforts around the world. The progress report follows the October 2010 report and instructions to the federal agencies issued in March 2011, both of which include ecosystem-based adaptation as a guiding principle for federal climate adaptation efforts.
