DESCRIPTION
"No Adverse Impact: A Toolkit for Common Sense Floodplain Management," developed by the Association of State Floodplain Managers. This document is a planning guide - (There is a separate posting of a document that is a set of case studies. ) This document is organized into eight chapters: Mapping, education, planning, local regulations, mitigation, infrastructure, emergency services, and a comprehensive matrix. Each of the first seven chapters provides tools at three different levels: 1. Basic - the minimum FEMA program and other programs at their basic level; 2. Better - how to enhance the FEMA program and bring in other tools; 3. Best/No Adverse Impact - the highest level of activity that will protect lives and the community.
