Policy Questions Coastal Adaptation to SLR Do the jurisdictions that you work with have laws, policies or regulations that are explicitly tailored toward adapting to sea level rise? Are there other laws, policies or regulations that while not explicitly for the purpose of SLR adaptation are effectively doing so? Do the jurisdictions have laws, policies or regulations that are effectively preventing adaptation whether or not they are intended to? What specific legal, policy or regulatory strategies are being used or could be used to enhance coastal areas resilience to sea level rise? What level of government should be responsible for adaptation to sea level rise? Are the various levels of government coordinating to a degree that makes effective SLR adaptation possible? What are the obstacles to promulgating and implementing laws, policies and regulations that enhance the resilience of coastal areas in the face of sea level rise? How can these obstacles be overcome? Are there particular stakeholders or interest groups with which we should engage to overcome these obstacles? Are there other stakeholders or interest groups (besides conservation) that also may need to adapt to sea-level rise but wont be able to because of legal or regulatory impediments? How can we engage with them? Are there possibilities for collective win-win strategies there? Adaptation can be expensive. How should efforts to enhance coastal resilience be funded? What would be the most effective ways in which to engage them on these issues?   Resilience is the ability of a system to adapt to and recover from disturbance. Coastal resilience refers to the ability of linked social, ecological, and economic systems within the coastal zone to adapt to and recover from disturbances such as hurricanes, tsunamis, floods, sea level rise, and harmful algal blooms. A resilient coastal community can absorb shocks while maintaining function. When change does occur, resilience promotes renewal and reorganization (Gunderson and Holling 2002, Berkes and Folke 2002).
