Engaging with new administration after the November election. Developing and supporting federal legislation: Lieberman-Warner (successor) to assure ample funds are authorized for adaptation. Reauthorization of the Coastal Zone Management Act. Also, work is needed to strengthen state coastal management programs. Ideas and needs regarding state and federal policy: Specific adaptation strategy concepts for sea-level rise to inform and guide TNC policy staff should include coral reef and mangrove habitats, incl. numbers as proxies for size of protection places (i.e. hectares). Opportunities to engage with state CZMA programs. General recommendations on sea-level rise to include in model legislation to present to local government (can TNC do this?) Participate in Climate Action Network International listserve forum on adaptation issues, strategy, fund (www.climatenetwork.org) Develop financing mechanisms for adaptation. Establish linkages with non-traditional partners, e.g., insurance and banking industry and others that deal with risk in the coastal areas: TNC discussing this in Asia-Pacific, specifically reinsurers and Sea Level Rise Foundation (James Hardcastle). TNC involved in Long Island with high-level, visionary individuals in banking and real estate to leverage interests and power to fund and implement strategies (Sarah Newkirk). CERES and Heinz Center current effort to engage on climate change generally. TNC Baja Program considering working with banks that fund coastal development and tourism as a new lever to influence the system (Jena Carter, Susan Anderson, Marianne Kleiberg). Micronesia Program considering working with Pacific Island Development Bank Association to work on developing principles for conservation finance planning, sustainable investment planning (James Hardcastle). Liquified Natural Gas facilities (Jena Carter). Fast-moving post-disaster processes offer some opportunities for action but can we be proactive on pre-disaster agreements, plans, policy (state and national)? Disincentives are currently in place, making it difficult to remove high-risk properties from the market before disaster strikes or to reduce their value to reflect real but potentially distant risks. Opportunity: government insurance programs currently pay for repetitive losses in many coastal areas; restrictions/reforms are needed on these development subsidies. Opportunity: targeted buy-outs of damaged coastal properties (as has been done for river flooding). Challenge no TNC capacity to work with FEMA or National Flood Insurance Program issues. Develop comprehensive recommendations on how to engage on local, state and national level Highlight value of ecosystem services at risk from sea-level rise but also the value of natural systems in increasing adaptive capacity of coastal areas (engage with TNC Natural Capital project). GEF Adaptation Fund need TNC capacity to work on this and understand how it links with multi-lateral agencies (within International Government Relations ). Within OUs/Regions we have some capacity already to work with GEF. Learn from Red Crosss work in Vietnam replanting mangroves. Communications are important in how we and our partners are perceived when we do engage (especially post-disaster).
